It is desired to engage temporarily an

officer of experience to assist in organizing that portion of

the work of our Imports and Exports Office connected with the

newly established import duties on liquor including an extensive

system of bonded warehousing; and the Governor has asked me to

ascertain whether an officer of the Imperial Maritime Customs

who has had experience at Shanghai of this nature could be

borrowed for 3 or 4 months and if so on what terms as regards

salary etc. It is essential that the officer should have a

thorough knowledge of the system of book-keeping adopted by

you in work of this nature at Shanghai; and that he should

be capable of initiating such modifications in the Shanghai

system as local requirements may demand.
